As Chief Operating Officer of ClearWater Solutions, Houston Black leads the company’s daily operations and works alongside executive leadership to drive performance across public and private utility systems. He is responsible for advancing operational excellence, maintaining safety and regulatory standards, strengthening organizational performance, and ensuring high-quality service delivery. His leadership plays a key role in executing strategic initiatives and supporting the company’s continued growth.
Houston brings more than 16 years of experience in the water and wastewater industry and has spent his entire career with ClearWater Solutions. He began as a Certified Water and Sewer Operator and steadily advanced through leadership positions including Project Manager, Area Manager, Regional Manager, Chief Operating Officer, and Executive Vice President of Capital Management Services. His background spans operations management, business development, budgeting, long-range planning, and workforce leadership. Throughout his career, he has helped strengthen operations, improve efficiency, and build high-performing teams that support the company’s expanding footprint.
Houston has been recognized by the American Water Works Association Alabama/Mississippi Section as a Young Professional of the Year and is a graduate of the Leaders Code leadership program. He holds an Associate of Science in Business and a Bachelor of Business Administration from Auburn University.
