The partnership between the City of Moss Point and ClearWater Solutions will continue following last week’s vote by the Board of Aldermen to approve a new contract. The previous agreement, which began in February 2016, expired on September 30, 2025. After an extensive negotiation process, the new contract took effect on May 1, 2026.
“We are excited for the opportunity to continue serving Moss Point, Mississippi,” said CEO Paul Quentel. “Over the past 10 years, we have worked diligently to support the residents of this city, but there is still important work ahead. From our executive leadership to our local operations team, there is a renewed sense of purpose and determination. Our commitment is stronger than ever under this expanded contract.”
Under the new agreement, ClearWater Solutions will provide comprehensive operational services across multiple utility systems. The scope includes management of the water distribution system, which serves more than 5,000 connections, along with a 5 MGD reverse osmosis (RO) water treatment plant, five water wells, four storage tanks, and an extensive network of distribution lines.
The contract also covers the wastewater collection system, which includes 35 pump stations, more than 400,000 linear feet of gravity sewer, and nearly seven miles of pressure mains. In addition, ClearWater Solutions will continue managing the city’s natural gas distribution system within its certificated area, consisting of seven regulator stations, three odorizers, seven farm taps, over 2,000 service connections, and more than 100 miles of gas distribution lines.
Beyond utility operations, the team will oversee roadway management for more than 135 miles of paved roads, including associated rights-of-way, drainage ditches, and outfalls. ClearWater Solutions will also manage the Public Works Warehouse, including onsite parts, materials, and supplies, as well as provide facilities maintenance for 19 city-owned buildings and their associated grounds.
